Article 1 (Objective of Processing Personal Information)
This Agreement sets forth the rights, obligations, and responsibilities of both the
Korea-ASEAN D-CAB Project Team (hereinafter “Project Team”) and the users
in relation to the Internet and mobile services (hereinafter “Services”) offered by
the Korea-ASEAN D-CAB Training Operation Platform (hereinafter “Training
Operation Platform”).
Article 2 (Definitions)
1. The “Training Operation Platform” refers to a computer system developed by
the “Project Team” to manage collective and online education for the purpose
of training operations.
2. “Users” refer to members and non-members who access the “Training
Operation Platform” and utilize the “Services” provided therein, in accordance
with the Terms and Conditions.
3. “Members” refer to individuals who have registered on the “Training
Operation Platform” by submitting personal information, are granted continuous
access to information provided through the platform, and are entitled to
continuous use of the “Services” therein.
4. “Non-members” refer to individuals who use “Services” provided by the
“Training Operation Platform” without undergoing the registration process.
Article 3 (Disclosure, Explanation, and Amendment of Terms and Conditions)
1. The “Project Team” shall display the Terms and Conditions, the name of the
organization, email address, and contact information of the designated personal
information manager on the initial “Services” page of the “Training Operation
Platform” to ensure ease of access for users. Yet, the “Project Team” shall
provide a direct link to the complete Terms and Conditions for detailed
reference.
2. The “Project Team” may amend the Terms and Conditions, provided such
amendments do not contravene applicable laws and organizational directives and
regulations.
3. Any issues not expressly covered by the Terms and Conditions and
interpretations thereof shall be resolved in accordance with applicable laws and
organizational directives and regulations.
Article 4 (Provision and Modification of Services)
1. The “Project Team” shall provide disaster safety training “Services” to the
Member States of the Association of Southeast Asian Nations (ASEAN).
2. In principle, the “Services” provided by the “Training Operation Platform” shall
remain uninterrupted except as required by extraordinary circumstances.
Article 5 (Temporary Suspension of Services)
1. The “Project Team” may temporarily suspend all or part of the “Services” due to
necessary repair, inspection, replacement, or breakdown of electrical and
information and communication facilities including computers, unforeseen force
majeure events such as natural disasters, national emergencies, or excessive use
of “Service” users, hindering normal operation.
2. The “Project Team” may suspend the “Services” in response to amendments in
relevant laws, regulations, and directives.
Article 6 (Membership Registration)
1. Users shall apply for membership by submitting their information accurately
according to the prescribed format and by expressly agreeing to the Terms and
Conditions.
2. The “Project Team” shall register users as members, except in the following
cases:
(1) Where registration information is found to contain falsehoods, omissions, or
errors;
(2) Where the user has lost membership as per Article 7.2, or in cases applicable
under Article 7.4;
(3) Where registration as other members deems significantly impeded due to
technological reasons of the Project Team.
3. Members shall immediately update their member information in the event of any
changes. The “Project Team” shall not be liable for any issues arising from a
member’s failure to update their member information.
Article 7 (Membership Deletion and Disqualification)
1. Members may at any time request the “Project Team” to delete their
accounts, and upon such request, the “Project Team” shall promptly process the
deletion.
2. The “Project Team” may restrict, suspend, or terminate a member’s
membership in the following cases, without bearing liability for any subsequent
legal actions such as detention.
(1) Where a member has submitted false information in membership
registration;
(2) Where a member has interfered with the use of the “Training Operation
Platform“ or engaged in unauthorized use of their information;
(3) Where a member uses the “Services“ of the “Training Operation Platform“
for commercial activities;
(4) Where a member uses the “Services“ of the “Training Operation Platform“ to
engage in illegal or obscene activities;
(5) Where a member violates any laws, regulations, or the Terms and
Conditions, or actions contrary to public order and morals using the “Training
Operation Platform.“
3. In cases of deletion or disqualification, the “Project Team” shall terminate the
membership registration. However, existing training records shall be retained
separately as per relevant laws and organizational regulations and directives.
4. In cases of membership disqualification, the individual’s information shall be
stored separately to prevent re-registration by the disqualified user.
Article 8 (Notification to Members)
1. The “Project Team” may send notifications to members via mobile, email, or
Whatsapp, as provided and agreed upon by the member.
2. For notifications to a group of members, the “Project Team” may opt to post on
a bulletin board instead of individual notifications.
Article 9 (Obligations of the Project Team)
1. The “Project Team” shall uphold the Terms and Conditions, ensure its conduct
does not violate public order or morals, and strive to provide continuous and
stable services as stipulated in the Terms and Conditions.
2. The “Project Team” shall maintain a secure system to protect users’ personal and
credit information, ensuring the safe use of the “Services.”
3. The “Project Team” shall not send unsolicited commercial emails to users.
Article 10 (Obligations for Member’s ID and Password)
1. Members shall be responsible for the management and confidentiality of their
IDs and passwords.
2. Members shall not allow any third party to use their ID and password.
3. In the event of unauthorized use or theft of a member’s ID and password, the
member shall immediately inform the “Project Team” and shall comply with any
guidance given by the “Project Team” in response to the incident.
Article 11 (Obligations of Users)
“Users” shall not engage in any of the following activities:
(1) Submitting false information during the application or update of membership;
(2) Misappropriating other people’s information;
(3) Unauthorized use of any part or all of the information obtained through the
“Training Operation Platform” services;
(4) Infringing upon the intellectual property rights of the “Project Team” or
copyrights of a third party;
(5) Defaming or disrupting the operations of the “Project Team” or third parties;
(6) Sharing or publishing obscene or violent messages, images, audio, or any
content that violates public order and morals;
(7) Exploiting program errors of the “Training Operation Platform.”
Article 12 (Copyright Attribution and Restrictions)
1. Copyright and other intellectual property rights for materials developed and
provided by the “Project Team” are the exclusive property of the “Project Team.”
2. “Users” shall not use the information acquired through the “Training Operation
Platform,” of which the intellectual property rights are held by the “Project
Team,” including reproduction, transmission, publication, distribution,
broadcasting, or any other forms of dissemination, without prior consent from
the “Project Team,” nor shall they enable third parties to do so.
Article 13 (Dispute Resolution)
The “Project Team” shall not be liable for any disputes that arise in the course
of providing the “Services” to “Users,” in instances where such “Services” are
offered free of charge.
Supplement (Effective Date)
These Terms and Conditions shall become effective as of February 1, 2024.
Privacy policy
Consent to Collection and Use of Personal Information
The “Project Team” prioritizes protecting personal information and adheres to
the applicable laws on personal information. To facilitate the effective delivery of
disaster safety training services, the following personal information is collected:
(1) Mandatory membership information: Name, ID, date of birth, gender, mobile
phone number, work phone number, email address, affiliation/department, and
rank/position
(2) Purpose of collection and use: The collected personal information is used for
purposes, such as generating statistical data related to training courses and
target demographics, confirming training completion and issuing certificates,
conducting surveys on training effectiveness and satisfaction, sending emails for
news and notifications, and developing and maintaining a training database.
After fulfilling the purpose of collection, personal information will be promptly
destroyed. However, to facilitate smooth course operations and document
storage, collected information may be retained for a specific period before being
deleted from the database.
(3) Retention and use period:
- ASEAN Trainees: Semi-permanent retention
- Members: Retention until the deletion of the account
(4) Users have the right to refuse consent to the collection and use of the
specified personal information. However, as this information is vital for the
training services provided by the “Project Team,” refusal to consent may result
in the inability to access relevant services. However, refusal to consent to the
collection of optional information does not restrict access to the services.
Consent for Handling and Consignment of Personal Information
1. The “Project Team” shall process the personal information of users strictly
within the scope specified in Article 1 (Objective of Processing Personal Information) and only disclose personal information to third parties under
circumstances stipulated in Articles 17 and 18 of the Personal Information
Protection Act, including the consent of users and special legal provisions, etc.
2. The “Project Team” shares the following personal information with third
parties:

- Recipients of personal information: ASEAN Secretariat and entities involved in
the development and maintenance of the Korea-ASEAN D-CAB Training
Operation Platform
- Purpose of use: Notification via email, etc.
- Information disclosed: Name, address, phone number, email address, etc.
- Retention and usage period: Until the termination of the “Training Operation
Platform”
3. Right to Refuse Consent and Disadvantages: “Users” have the right to refuse
consent for the sharing of their personal information with third parties and may
not access services provided by the “Project Team” through the “Training
Operation Platform.”
