ABOUT D-CAB

D-CAB Phase I is in line with the ASEAN Agreement on Disaster Management and Emergency Response (AADMER). The AADMER has been effectively facilitating regional cooperation between and among ASEAN Member States (AMS) that seek to build a resilient ASEAN Community by reducing disaster losses and collectively responding to disasters. In addition, the project aims to create the ASEAN Socio-Cultural Community by 2025. The ASEAN Socio-Cultural Community by 2025 is a resilient community with enhanced capacity and capability to adapt and respond to social and economic vulnerabilities, disasters, climate change as well as emerging threats and challenges.


Capacity development on integrated disaster management is a key priority for the National Disaster Management Office (NDMO) to enhance disaster risk reduction, governance knowledge on response and resilience, and multi-agency coordination skills of the senior, middle, and entry-level government officials. Building the capabilities of officials who represent the three levels working for the ASEAN member state governments is essential to strengthen local disaster risk governance for sustainable development.


The main objectives of the project are to:

  1. Build capacity of local and central government officials of the ASEAN countries
  2. Improve disaster risk governance of ASEAN member states
  3. Facilitate the exchange of disaster risk management knowledge
  4. Promote AMS NDMOs to lead collaborative disaster risk information using advanced technologies such as VR.


The D-CAB Phase I project will produce trained and qualified officials. The project will train 320 officials from 10 countries by following four steps. All of10 ASEAN Member States will participate in the training program and benefit from the capacity building program.

2019~2020

Development and Distribution of the Virtual Training Simulator for Major Natural Disasters

D-CAB Phase II intends to continue the achievements of D-CAB Phase I. D-CAB Project II, in particular, is a follow-up to the D-CAB Project for AMS (Phase I), linking the first ASEAN-Korea Ministerial Meeting for disaster management cooperation and partnership between Korea and ASEAN on October 20, 2022, with AADMER. D-CAB Phase II aims to establish disaster management governance in the ASEAN Member States via TOT (Training of Trainers) education by developing a virtual disaster response training program and installing a mobile simulator kit in each AMS for effective disaster management and response. In addition, Disaster Risk Management (DRM) officers in AMS will learn the newly emerging and complex disaster response and management approach, as well as disaster management training techniques and training scenarios, through this project. It is expected to contribute to strengthening of disaster management capacity of AMS and ultimately improving disaster resilience of the region through a substantial reduction of life loss from disasters and cooperation in disaster management.


The main objectives of the Project are:

  1. To build the DRM capacity of local and central government officials in AMS
  2. To improve disaster response training techniques using VR simulators
  3. To improve disaster risk governance of AMS
  4. To facilitate the exchange of disaster risk management knowledge


The D-CAB Project Phase II will provide the following main programs:

  1. VR Simulator Installation and Training
  2. Training of Trainers (TOT)
  3. Invitational Training (DRM training)


The D-CAB Project Phase II will cultivate trained and qualified officials. This Project will provide training to 340 officials from 10 countries through the three types of training shown below.
